Every time Mayor Jakeway and his CHOICE slate of candidates are questioned about reducing taxes by 15% over 3 years we get nonsense instead of common sense. You would think that an MBA would understand how the city budget works. If a million dollar project is started in one fiscal year and only 1/2 the money and 1/2 the project are completed in that fiscal year, the $500,000 appears in the financials as a "surplus". You can't give it back, they are committed funds. Come clean on this.
